David E. Fraser, Ed.D., MPA, is an executive leader, educator, and author with more than three decades of experience across government, higher education, and the nonprofit sector. He serves in an executive leadership capacity in Contra Costa County, California, and teaches graduate-level courses in public and healthcare administration at Cal State East Bay.


Through Fraser Leadership Group, he works with organizations to strengthen leadership readiness, ethical governance, and organizational competence.
