Dr. David E. Fraser is the founder and managing director of Fraser Leadership Group and a faculty member in public and healthcare administration at California State University, East Bay. He holds a doctorate in higher education leadership, along with advanced degrees in public administration and organizational leadership. His areas of expertise include organizational leadership, public and healthcare policy, and fund development, supported by more than 30 years of cross-sector leadership experience in government, higher education, and nonprofit consulting. 

Dr. Nicola Ifill is an associate consultant with Fraser Leadership Group, with expertise in health education, nutrition strategy, and nonprofit program design. She holds a Doctor of Education (Ed.D.), a Master of Public Health (MPH), and a Master of Science in Food Science and Nutrition. Her professional experience spans hospital systems, public health initiatives, and nonprofit leadership, with a special focus on services for individuals with intellectual and developmental disabilities across both the U.S. and the Caribbean.

Fraser Leadership Group engages a select network of affiliate consultants to support specialized client needs. Each affiliate brings advanced academic credentials and extensive professional experience in areas such as fund development and grant writing, higher education, public health, leadership development, and public policy. All partners are carefully vetted and aligned with our mission, and their contributions are reviewed and approved to ensure consistent quality, strategic alignment, and the highest standard of service for the organizations we serve.
